Greece has officially come out of the crisis but it still faces three big challenges

Eight years and three bailouts later, Greece is seeing light at the end of what has been a very long tunnel: the European Stability Mechanism (ESM) announced last week that Greece had "successfully" emerged from the three-year financial assistance programme agreed between Athens and its international creditors in 2015.

Over three years, the country had to fork out €61.9 billion to finance economic recovery and bank recapitalisation. The ESM reported that the remaining €24.1 billion available under the programme's maximum threshold of €86 billion wasn't needed.

While things are looking up for Greece, its economic data still looks far from ideal and there are major challenges still facing Athens.

THESSALONIKI, Greece—Greek Prime Minister Alexis Tsipras unveiled his post-bailout economic policy over the weekend, promising some relief from austerity measures while sticking to budget discipline.

His difficulty is that Greece has weaned itself from bailout loans just as bond markets are becoming more volatile again after years of calm.

Greece doesn’t need to borrow from bond markets immediately, thanks to a large cash buffer built up at the end of its eurozone-led bailout. But the country needs to rebuild investor confidence in its bonds if it is to stand on its own feet financially in coming years and avoid turning to emergency loans from Germany and other eurozone governments.

Η διχογνωμία για την εγκατάσταση της επένδυσης του CERN στην Ελλάδα.

Και οι δύο είναι αξιόλογοι επιστήμονες. Επειδή δεν είμαι ειδικός δεν μπορώ να εκφράσω άποψη.


Ο καθηγητής του ΕΜΠ και μέλος της Επιστημονικής Επιτροπής του CERN, Ευάγγελος Γαζής, καταρρίπτει τα επιχειρήματα του αναπληρωτή Υπουργού Έρευνας και Καινοτομίας Κώστα Φωτάκη, σχετικά με τη Μονάδα Ακτινοβολίας Καρκινικών Όγκων.   Το LIFO.gr ήρθε σε επαφή με τον διακεκριμένο καθηγητή, που κατηγόρησε το πρωί τους αρμόδιους φορείς ότι «απορρίπτουν ανεξήγητα» μία σημαντική επένδυση 100 εκατομμυρίων ευρώ, με τεχνολογικά αλλά και θεραπευτικά οφέλη για τους πολίτες. Ο ίδιος έκανε μάλιστα λόγο για «πολιτική απόφαση».   Στην απάντηση που μας έστειλε ηλεκτρονικά ο κ. Γαζής, σημειώνει ότι ο υπουργός παραδέχεται την κίνηση της ΕΕ και του CERN, την οποία η χώρα παρακολουθεί «σαν παρατηρητής», χωρίς να υπεισέρχεται στην ουσία της διεκδίκησης της υποδομής, ως θα όφειλε.   Επιπλέον υπογραμμίζει ότι η εξήγηση του υπουργού περί «υψηλού κόστους επένδυσης σε συνδυασμό με το πειραματικό ακόμη στάδιο της αποτελεσματικότητας» δεν ανταποκρίνεται στην πραγματικότητα.    «Η συγκεκριμένη μέθοδος έχει αρχίσει να αναπτύσσεται από το 1944 και να θεραπεύει ασθενείς από το 1960» απαντά στον κ. Φωτάκη που έκανε λόγο για «εγχείρημα ανώριμο στην παρούσα φάση».   
Σε ανακοίνωσή της που εξέδωσε το απόγευμα, η Γενική Γραμματεία Έρευνας και Τεχνολογίας (ΓΓΕΤ) έκανε λόγο για «ανυπόστατους ισχυρισμούς».   «Η Ελλάδα δεν έχει απορρίψει πρόταση του CERN (...) επώνυμοι επιστήμονες ομιλούν δημοσίως από ό,τι φαίνεται αποκλειστικά για προσωπικές τους στρατηγικές», υποστήριζε η ΓΓΕΤ.
«Απάντησα με επιστημονικά επιχειρήματα και όχι με αγοραία συνθήματα και είμαι πρόθυμος να καταθέσω περισσότερα στοιχεία, εάν και εφόσον μου ζητηθούν. Είμαι πειραματικός σωματιδιακός φυσικός, ερευνητής στο CERN και πανεπιστημιακός δάσκαλος επί 38 χρόνια στο ΕΜΠ, με ενδιαφέρει ο εκσυγχρονισμός του χώρου της δημόσιας υγείας με την μεταφορά τεχνολογίας και τεχνογνωσίας από το CERN και δεν υπάρχει απολύτως κανένα ίδιον όφελος, φιλοδοξία ή κίνητρο», σημειώνει ο κ. Γαζής.
Ολόκληρη η απάντηση του καθηγητή:
1. Η αδρονική θεραπεία (HADRON THERAPY) του καρκίνου είναι η σύγχρονη απάντηση της τεχνολογίας και καινοτομίας από τον χώρο της πειραματικής σωματιδιακής φυσικής στη μεγάλη μάστιγα της ανθρωπότητας τον καρκίνο. Η μέθοδος αυτή χρησιμοποιείται στα πιο προηγμένα κράτη του κόσμου (ΗΠΑ, ΡΩΣΙΑ, ΚΑΝΑΔΑΣ, ΙΑΠΩΝΙΑ, Ν.ΚΟΡΕΑ, ΑΥΣΤΡΑΛΙΑ, ΗΝΩΜΕΝΟ ΒΑΣΙΛΕΙΟ, ΕΛΒΕΤΙΑ, ΙΤΑΛΙΑ, ΑΥΣΤΡΙΑ, ΓΕΡΜΑΝΙΑ, ΓΑΛΛΙΑ ΚΑΙ ΠΟΛΩΝΙΑ), θεραπεύει σε μεγάλο ποσοστό ασθενείς με πρωτοπαθή κακοήθη όγκο, ΑΝΑΙΜΑΚΤΑ και με υψηλά ποσοστά επιτυχίας σε αντίθεση με τα μέχρι σήμερα ποσοστά επιτυχίας της ακτινοθεραπείας η οποία επιφέρει πολλές παρενέργειες και πολύ συχνά μετάσταση στους ασθενείς.
2. Η μελέτη, σχεδίαση, κατασκευή και εγκατάσταση του συνολικού βασικού εξοπλισμού μπορεί να γίνει με την βοήθεια, εκπαίδευση του Ελληνικού επιστημονικού και τεχνολογικού προσωπικού με την ανάλογη μεταφορά τεχνολογίας και τεχνογνωσίας από τον Ευρωπαϊκό Οργανισμό για την Έρευνα στη Σωματιδιακή Φυσική (CERN), όπως ήδη έχουν εξελιχθεί αντίστοιχα προγράμματα στο παρελθόν, στην ΙΤΑΛΙΑ, ΑΥΣΤΡΙΑ, κλπ.
3. Το Εθνικό Μετσόβιο Πολυτεχνείο (ΕΜΠ), το ΕΚΕΦΕ «Δημόκριτος», σε συνεργασία με την Ιατρική Σχολή του Παν/μίου Θεσσαλίας έχουν εκπονήσει, από το 2014, τεχνική μελέτη σε μια εθνική προσπάθεια υλοποίησης ενός τέτοιου εθνικού προγράμματος με την συνεργασία και την ανάλογη υποστήριξη του Υπουργείου.
4. Η διάρκεια υλοποίησης του έργου είναι περίπου 5-6 έτη από την έγκριση του προγράμματος και το συνολικό κόστος μελέτης, σχεδίασης, αγοράς, κατασκευής, εγκατάστασης και λειτουργίας του εξοπλισμού ανέρχεται περί τα 80.000.000,00 – 100.000.000,00 ΕΥΡΩ. 
5. Ο εξοπλισμός της θεραπείας αδρονίων του καρκίνου θα παρέχει δέσμες φορτισμένων πρωτονίων ή άλλων σωματιδίων για την θεραπεία καρκίνου, με ταυτόχρονη θεραπεία 3-4 ασθενών και παράλληλα θα μπορεί να χρησιμοποιηθεί για την κατασκευή ραδιοϊσοτόπων για την διαγνωστική μέθοδο PET (τομογραφία εκπομπής ποζιτρονίων) αλλά και για ερευνητική, αναπτυξιακή καθώς και εκπαιδευτική διαδικασία.
6. Η εγκατάσταση και λειτουργία μίας υποδομής θεραπείας καρκίνου με δέσμη πρωτονίων και άλλων φορτισμένων σωματιδίων, αλλάζει οριστικά το ιατρικό επίπεδο της χώρας και γίνεται προσιτή σε ευρύτερα στρώματα του πληθυσμού, η οποία σε συνδυασμό με την έγκαιρη διάγνωση μέσω της τομογραφίας PET, αποβαίνει εξαιρετικά αποτελεσματική η θεραπεία του καρκίνου με τα πρωτόνια.
7. Σύμφωνα με τα διεθνή πρότυπα ο εξοπλισμός της θεραπείας αδρονίων του καρκίνου αντιστοιχεί για την επάρκεια θεραπείας ενός πληθυσμού της τάξης περίπου των 10.000.000 κατοίκων, αλλά ταυτόχρονα πέραν της συναλλαγματικής οικονομίας μπορεί να επιφέρει και σημαντικά οφέλη «ιατρικού τουρισμού» από τη θεραπεία ασθενών από τις γειτονικές βαλκανικές και μεσογειακές χώρες καθώς και αυτές της εγγύς ανατολής. 8. Έγκυροι υπολογισμοί με συντηρητικές τιμές κόστους θεραπείας (10.000 ΕΥΡΩ/ασθενή για πολλές συνεδρίες, π.χ. 15-20) και με 3000 ασθενείς τον χρόνο, αναδεικνύουν ότι η σχετική οικονομική απόσβεση του διατειθέμενου κεφαλαίου αναμένεται σε ένα χρονικό περιθώριο των επόμενων 3-4 ετών, από την έναρξη λειτουργίας ανάλογα με την συχνότητα χρήσης τους και την στελέχωση του αντίστοιχου ιατρικού κέντρου.
9. Η τεχνολογική εξέλιξη των επιταχυντών σε πολλά εργαστήρια και ειδικά στο CERN, έχει βελτιώσει κατά πολύ τις υποδομές των ιατρικών επιταχυντών θεραπείας καρκίνου με δέσμες σωματιδίων (πρωτόνια, ιόντα άνθρκα,κλπ), σε διαστάσεις και κόστος.

ΣΧΟΛΙΑ στην ΑΠΑΝΤΗΣΗ του κ, Κ. ΦΩΤΑΚΗ, Αναπληρωτή Υπουργού Ερευνας & Καινοτομίας
1. Ο Αναπλ. Υπουργός κ. Κ. Φωτάκης, παραδέχεται την κίνηση της ΕΕ και του CERN, για εξασφάλιση υποδομής θεραπείας του καρκίνου στο ΜΑΥΡΟΒΟΥΝΙΟ ή στα Βαλκάνια εν γένει, την οποία παρακολουθεί η χώρα σαν παρατηρητής, χωρίς να υπεισέρχεται στην ουσία της διακδίκησης της υποδομής, ως θα ώφειλε, ως αρμόδια αρχή.

2. Αναφέρεται, στην ανακοίνωση-απάντηση του κ. Αναπλ. Υπουργού, πολύ σωστά η υπάρχουσα παγκόσμια κατάσταση στην ανάπτυξη και χρήση της υποδομής αυτής, όπου πάνω από 30'000 ασθενείς έχουν θεραπευθεί στα προηγμένα κράτη, αλλά δεν προβλέπει το σημείωμα του κ. Υπουργού, αν ο πληθυσμός της Ελλάδας μαζί με αυτούς των γειτονικών κρατών είναι στατιστικά ικανοποιητικός, σύμφωνα με έγκυρες διεθνείς πηγές, διεθνώς αποδεδειγμένα επιστημονικά δεδομένα και μελέτες των Ελληνικών ΑΕΙ, για την εύρρυθμη και βιώσιμη λειτουργία της υποδομής αυτής στη χώρα μας. 
3. Ακόμη, ο κ. Αναπλ. Υπουργός αναφέρεται με την έκφραση: "...το υψηλό κόστος της επένδυσης σε συνδυασμό με το πειραματικό ακόμη στάδιο της αποτελεσματικότητας και της περιορισμένης ευρύτητας εφαρμογών της συγκεκριμένης μεθόδου αποτελεί εγχείρημα ανώριμο στην παρούσα φάση.." Αυτό δεν ανταποκρίνεται στην πραγματικότητα, αν ληφθεί υπόψη ότι η συγκεκριμένη μέθοδος έχει αρχίσει να αναπτύσσεται από το 1944 και να θεραπεύει ασθενείς από το 1960, σύμφωνα με τα διεθνή δεδομένα της επίσημης ιστοσελίδας Particle Therapy Co-Operative Group, https://www.ptcog.ch/ που εδρεύει στην Ελβετία (ΠΑΡΑΡΤΗΜΑ), όπου εμφανίζονται τα κέντρα και οι αντίστοιχες χώρες που α) ήδη λειτουργούν τέτοιες υποδομές, β) βρίσκονται σε υλοποίηση κατασκευής και γ) σε σχεδιασμό υλοποίησης. Με λίγα λόγια, γίνεται μια κοσμογονία στην εγκατάσταση τέτοιων υποδομών σε όλη την υφήλιο, βλέπε σχήμα δ) στο ΠΑΡΑΡΤΗΜΑ του παρόντος, και η υπεύθυνση ηγεσία στέκεται νηφάλια εμπρός σε αυτή την καινοτομία και αναφέρει τη βελτίωση των μεθόδων ακτινοθεραπείας στη χώρα, που είναι πραγματικότητα, αλλά η συγκριτική υπεροχή της προτεινόμενη θεραπείας πρωτονίων έναντι της ακτινοθεραπείας φαίνεται εμφανώς στον πίνακα ε), χωρίς να παραγνωρίζεται η τεράστια συμβολή της ακτινοθεραπείας, των ογκολόγων γιατρών και των ακτινοθεραπευτών της χώρας.
4. Δεν θα επεκταθώ περισσότερο, παρά να αναφέρω ότι το υψηλό επιστημονικό και τεχνολογικό δυναμικό της χώρας είναι σε θέση να εγκαταστήσει, λειτουργήσει και αναπτύξει περαιτέρω μια τέτοια υποδομή. 5. Ο κ Αναπλ. Υπουργός δεν μπόρεσε να αποφύγει το ολίσθημα των συνήθων εκφράσεων του πολιτικού κόσμου: «...Τέλος, θα ήθελα να επισημάνω ότι τέτοιου είδους πιέσεις για τη διαμόρφωση επιστημονικών επιλογών, μέσω της δημιουργίας θορύβου στον Τύπο, είναι όχι μόνο αντιδεοντολογικές και αντιεπιστημονικές, αλλά συχνά υποκρύπτουν τακτικισμούς εξυπηρέτησης προσωπικών φιλοδοξιών που υποκινούνται από ιδιοτελή κίνητρα", που δεν θα έπρεπε να αναφερθούν από τον κ. Φωτάκη, ως Πανεπιστημιακού Δασκάλου και Συναδέλφου. Απάντησα με επιστημονικά επιχειρήματα και όχι με αγοραία συνθήματα και είμαι πρόθυμος να καταθέσω περισσότερα στοιχεία, εάν και εφόσον μου ζητηθούν. Είμαι πειραματικός σωματιδιακός φυσικός, ερευνητής στο CERN και πανεπιστημιακός δάσκαλος επί 38 χρόνια στο ΕΜΠ, με ενδιαφέρει ο εκσυγχρονισμός του χώρου της δημόσιας υγείας με την μεταφορά τεχνολογίας και τεχνογνωσίας από το CERN και δεν υπάρχει απολύτως κανένα ίδιον όφελος, φιλοδοξία ή κίνητρο. Παρέθεσα συγκεκριμένα γεγονότα που αφορούν τη χώρα μας. Με εκτίμηση Ευάγγελος Γαζής Καθηγητής ΕΜΠ

ΑΠΑΝΤΗΣΗ ΣΤΟΝ ΚΑΘΗΓΗΤΗ ΓΑΖΗ

Ο καθηγητής του ΕΜΠ και μέλος της Επιστημονικής Επιτροπής του CERN, Ευάγγελος Γαζής, κατήγγειλε σήμερα πως η Αθήνα αρνείται αντικαρκινική επένδυση 100 εκατομμυρίων ευρώ με την τεχνογνωσία του CERN, με τις δηλώσεις του να προκαλούν αίσθηση.   Οι αντιδράσεις στους ισχυρισμούς του καθηγητή ξεκίνησαν από τη ΓΓ Έρευνας και Τεχνολογίας  και το Υπουργείο Παιδείας και συνεχίζονται με τον Δημόκριτο να παίρνει θέση και τον καθηγητή Φυσικής του Παν/μιου Ιωαννίνων και Ερευνητικό Εκπρόσωπο της Ελλάδας στο CERN να αντικρούει το όσα είπε ο Ε. Γαζής.   Ο Καθηγητής Φυσικής του Παν/μιου Ιωαννίνων και Ερευνητικός Εκπρόσωπος της Ελλάδας στο CERN Κ. Φουντάς στην απάντησή του  την οποία το LIFO.gr έλαβε την Δευτέρα το βράδυ σημειώνει:   «Πιστεύω ότι τα λεγόμενα του Καθ. Ε. Γαζή σε πολλά σημεία δεν συνάδουν με την πραγματικότητα. Θα ήθελα λοιπόν να διευκρινίσω τα έξης σχετικά με την πρόταση της δημοκρατίας του Μαυροβουνίου για την ίδρυση κέντρου θεραπείας καρκίνου με δέσμες σωματιδίων.   1. Ερευνήθηκε η βιωσιμότητα των υπαρχόντων κέντρων στην Ευρώπη και διαπιστώσαμε ότι κανένα από αυτά τα κέντρα δεν κατάφερε να επιβιώσει αυτόνομα μετά την αρχική επένδυση, η οποία δεν ήταν 100 εκατομμύρια ευρώ όπως αναφέρει ο Καθ. Ε. Γαζής αλλά ήταν στην περιοχή των 140-170 εκατομμυρίων ευρώ. Με λίγα λόγια, τα έσοδα από τους ασθενείς όχι μόνον δεν ήταν αρκετά για να αποσβέσουν την αρχική επένδυση όπως ισχυρίζεται ο Καθ. Ε. Γαζής, αλλά οι κυβερνήσεις των χωρών τους χρειάζεται συνεχώς να τα ενισχύουν με χρηματικά ποσά για να μπορέσουν να επιβιώσουν. Αυτό το αναγνωρίζουν τώρα οι περισσότερες χώρες οι οποίες με αρκετό αρχικό ενθουσιασμό έλαβαν αποφάσεις για την κατασκευή τέτοιων κέντρων.   2. Η τεχνολογία στην οποία αναφέρεται ο Καθ. Ε. Γαζής είναι τεχνολογία ευρέως διαδεδομένη (όπως παραδέχεται και ο ίδιος όταν αναφέρει το μεγάλο αριθμό χωρών οι οποίες έχουν κατασκευάσει τέτοιου είδους κέντρα), συνεπώς η Ελλάδα δεν αποκτά ανταγωνιστικό πλεονέκτημα έναντι των άλλων χωρών. Αντιθέτως, αν αυτό γινόταν δεκτό, θα κάναμε μία αφάνταστα ακριβή επένδυση σε ένα τομέα όπου υπάρχει ήδη ισχυρός ανταγωνισμός από μεγάλο αριθμό χωρών, χωρίς καμία ελπίδα απόσβεσης της αρχικής επένδυσης. Επί πλέον, να τέτοιο κέντρο θα αιμορραγούσε οικονομικά συνεχώς μετά την αρχική επένδυση.   3. Η Ελλάδα θα πρέπει να επενδύει σε ερευνητικούς τομείς στους οποίους είμαστε ανταγωνιστικοί διεθνώς. Η Ελληνική κοινότητα Υψηλών Ενεργειών στα Ελληνικά παν/μια και ερευνητικά κέντρα, έχει αποδείξει πολλές φορές όχι μόνο ότι είναι απλά ανταγωνιστική αλλά έχει και ομάδες οι οποίες διαπρέπουν με την αριστεία της έρευνας τους στα πειράματα του CERN. Δεν μπορούμε όμως να πούμε το ίδιο για τον τομέα φυσικής επιταχυντών ο οποίος ούτε κρίσιμη μάζα έχει ούτε έχει να επιδείξει για την ώρα την αριστεία των πειραματικών ομάδων του CERN.   Πέρα όμως από το καθαρά οικονομικό θέμα βιωσιμότητας υπάρχει και το καθαρά ακαδημαϊκό. Ο Καθ. Ε. Γαζής θα έπρεπε να γνωρίζει καλά ότι θέματα ερευνητικής πολιτικής και επενδύσεων θα πρέπει να εξετάζονται ψύχραιμα και με καθαρά επιστημονικά κριτήρια από επιτροπές ειδικών αφού ο ενδιαφερόμενος υποβάλει την σχετική έκθεση στην Γενική Γραμματεία Έρευνας και Τεχνολογίας (ΓΓΕΤ). Η ΓΓΕΤ έχει αξιολογήσει μεγάλο αριθμό προγραμμάτων τα τελευταία χρόνια βασισμένη σε επιτροπές ειδικών οι οποίοι αξιολογούν τις προτάσεις με κριτήρια την αριστεία της επιστημονικής ομάδας καθώς και το ανταγωνιστικό όφελος για την Ελλάδα. Αν όντως ο καθ. Ε. Γαζής πιστεύει ειλικρινά ότι η Ελλάδα θα ωφεληθεί από το συγκεκριμένο πρόγραμμα/κέντρο θα μπορούσε κάλλιστα να υποβάλει ερευνητική πρόταση συμπεριλαμβανομένης και μελέτης οικονομικής βιωσιμότητας στην Επιτροπή CERN της ΓΓΕΤ για να λάβει το θέμα την σωστή πορεία όπως και όλες οι άλλες προτάσεις. Τέτοια πρόταση όμως ποτέ δεν υποβλήθηκε από τον καθ. Ε. Γαζή μέχρι σήμερα.   Κατά την γνώμη μου είναι αφάνταστα καταστρεπτικό για την Ελλάδα όταν η ερευνητική πολιτική της χώρας αποφασίζεται στα κανάλια και γίνεται αντικείμενο πολιτικής εκμετάλλευσης όπως φαίνεται να επιχειρείται στην συγκεκριμένη περίπτωση.   Δήλωση από τον Γεώργιο Νούνεση/ Διευθυντή & Πρόεδρο του Διοικητικού Συμβουλίου στο Δημόκριτο   Σχετικά με τα σημερινά δημοσιεύματα στον Τύπο για την «τεχνογνωσία του CERN και την καταπολέμηση καρκινικών όγκων» σας ενημερώνω για τα ακόλουθα:   Το ΕΚΕΦΕ Δημόκριτος ουδέποτε συμμετείχε στην εκπόνηση σχεδίου επιχειρηματικότητας για την επένδυση 100 εκατ. ευρώ στην εγκατάσταση της «Καινοτόμου Μονάδας Ακτινοβολίας Καρκινικών Όγκων». Δεν υπάρχει καμία απόφαση του σημερινού αλλά και των προηγούμενων Διοικητικών του Συμβουλίων, καμία έγκριση του Προέδρου στην κατεύθυνση αυτή. Στην προσπάθειά μου να ανακαλύψω αν έστω και ανεπίσημα το Κέντρο ή μεμονωμένες ερευνητικές του ομάδες συμμετείχαν σε τέτοια μελέτη, όλες οι απαντήσεις που πήρα από τα Ινστιτούτα και τις Υπηρεσίες του Κέντρου είναι αρνητικές.   Επιπρόσθετα θέλω να σας ενημερώσω για τα εξής: Τον Ιανουάριο του 2018 συμμετείχα ως προσκεκλημένος του CERN στη συνάντηση για το εν λόγω θέμα στην Τεργέστη, με επίσημη παρουσία όλων των Βαλκανικών Κρατών και της Ελλάδας, εκπροσώπων του CERN, κλπ.   Εκεί κατέστησαν σαφή τα εξής: Η ακτινοθεραπεία καρκινικών όγκων με δέσμες πρωτονίων βρίσκεται ακόμη σε πειραματικό στάδιο. Τόσο στη Γερμανία (Χαϊδελβέργη) όσο και στην Ιταλία (Παβία) διεξάγονται τυχαιοποιημένες κλινικές δοκιμές σε ειδικά κέντρα, με κόστος που αναλαμβάνουν οι ίδιοι οι οργανισμοί που τις διεξάγουν. Οι δοκιμές αυτές δεν πρόκειται να ανακοινώσουν αποτελέσματα πριν το 2023. Όπως μας ανακοινώθηκε επίσημα, σήμερα καμία ασφαλιστική εταιρεία, κανένα εθνικό σύστημα υγείας δεν συμμετέχουν στην κάλυψη του κόστους νοσηλείας των ασθενών.   Ο δρόμος της ακτινοθεραπείας με πρωτόνια ή και με ιόντα άνθρακα προβλέπεται να είναι μακρύς μέχρι την όποια τελική της ένταξη στην καθημερινή κλινική πράξη. Ενθαρρυντικά αποτελέσματα υπάρχουν για παιδιατρικούς καρκίνους. Κάποια όμως αποτελέσματα που ήδη δημοσιεύονται δεν είναι θετικά. Το Μάιο του 2016 ανακοινώθηκαν τα αποτελέσματα τυχαιοποιημένης μελέτης που διεξήχθη στις ΗΠΑ για τον μη-μικροκυτταρικό καρκίνο του πνεύμονα. Τα αποτελέσματα αυτά καταδεικνύουν ότι δεν υπάρχει στατιστικά σημαντική διαφορά στην επιβίωση των ασθενών αλλά ούτε και στις παρενέργειες μεταξύ της συμβατικής ακτινοθεραπείας και της ακτινοθεραπείας με πρωτόνια. South Korea says it wants U.S. troops to stay regardless of any treaty with North Korea

SEOUL (Reuters) - South Korea said on Wednesday the issue of U.S. troops stationed in the South is unrelated to any future peace treaty with North Korea and that American forces should stay even if such an agreement is signed.

“U.S. troops stationed in South Korea are an issue regarding the alliance between South Korea and the United States. It has nothing to do with signing peace treaties,” said Kim Eui-kyeom, a spokesman for the presidential Blue House, citing President Moon Jae-in.

The Blue House was responding to media questions about a column written by South Korean presidential adviser and academic Moon Chung-in that was published earlier this week.

Moon Chung-in said it would be difficult to justify the presence of U.S. forces in South Korea if a peace treaty was signed after the two Koreas agreed at an historic summit last week to put an end to the Korean conflict.

SOFIA, April 27 (Reuters) - Euro zone finance ministers will decide in June on further debt relief measures for Greece and the size of a final disbursement of loans to keep the country liquid after it exits from eight years of international bailouts, officials said on Friday.

Greece is preparing to auction 2.6 gigawatts of solar and wind projects to attract investment and beef up the Mediterranean country’s clean-energy credentials.

“From now on renewable energy production and prices will be determined by competitive tender process,” said Energy Minister George Stathakis. The “move should encourage investments in renewable energy of 2.5 billion to 3 billion euros, especially in wind.”

The government published the final rules for its first competitive tenders, which outline the timeline and size of the projects that will awarded. The first tender will be held July 2 and will hand out permits to build 300 megawatts of wind power and 300 megawatts of solar photovoltaics. The shift to auctions from feed-in-tariffs follows a move most renewable markets have made.

Η Παραίτηση του Ακαδημαϊκού Σ. Μ. Κριμιζή από τον Ελληνικό Διαστημικό Οργανισμό

«Υπό τη σκιά εξαιρετικά δυσάρεστων εξελίξεων σε ό,τι αφορά στη λειτουργία του νεοϊδρυθέντος Ελληνικού Διαστημικού Οργανισμού (ΕΛΔΟ) και τη δική μου συμμετοχή ως Προέδρου, αισθάνομαι την ανάγκη να ανακοινώσω δημοσίως την παραίτησή μου από το εν λόγω αξίωμα και να ενημερώσω με την αρμόζουσα υπευθυνότητα για τους λόγους που την κατέστησαν αναγκαία.
Με επιστολή μου στον κ. Υπουργό Ψηφιακής Πολιτικής, Τηλεπικοινωνιών και Ενημέρωσης στις 16/4/2018 παραιτήθηκα από την Προεδρία του ΕΛΔΟ μετά από μόλις 4 εβδομάδες παραμονής και 3 συνεδριάσεις του Διοικητικού Συμβουλίου. Οι λόγοι που με οδήγησαν στη δυσάρεστη αυτή απόφαση εκτιμώ ότι είναι μάλλον εύκολο να γίνουν κατανοητοί.

Προτεραιότητα για εμένα ήταν και παραμένει το καλό της χώρας. Η ανάγκη ίδρυσης διαστημικής υπηρεσίας στην Ελλάδα ήταν επιτακτική τα τελευταία 30 χρόνια και η κυβερνητική πρωτοβουλία επικροτήθηκε από την επιστημονική και τεχνολογική κοινότητα, καθώς και τους φίλους της Ελλάδος στο εξωτερικό.
Ομολογουμένως, η δομή και οι αρχές λειτουργίας του ΕΛΔΟ που αρχικά προτείναμε (άνοιξη του 2017) με την άτυπη ομάδα εργασίας στην οποία ήμουν συντονιστής κατόπιν προσκλήσεως του κ. Υπουργού, ήταν σύμφωνα με τα διεθνή πρότυπα. Κάποιες ατέλειες που είχαν επισημανθεί με σχετικό υπόμνημα στο νομοσχέδιο που τελικά απετέλεσε τον ιδρυτικό νόμο του ΕΛΔΟ (ν. 4508/2017), ήταν αντιμετωπίσιμες όπως με διαβεβαίωνε ο κ. Υπουργός. Ωστόσο, Υπουργικές Αποφάσεις που ακολούθησαν, (Υπ. Απ. 3095/2018, Αρ. ΦΕΚ 915, 15/3/2018) πρακτικά ακύρωσαν το λόγο ύπαρξης του ΕΛΔΟ, καθιστώντας τον μια μη αξιόπιστη γραφειοκρατική δομή που θα μπορούσε να γίνει υποχείριο οποιουδήποτε πολιτικού προϊστάμενου.

Δυστυχώς πολύ σύντομα μου έγινε σαφές ότι ο κ. Γ.Γ. Τηλεπικοινωνιών και Ταχυδρομείων έχει αναλάβει, υπό την ανοχή του κ. Υπουργού, το ρόλο του «Τσάρου του Διαστήματος» στην Ελλάδα, αν και δεν έχει καμία γνώση και εμπειρία σε αυτόν τον τομέα. Φαίνεται λοιπόν πως εγώ περισσεύω, εφόσον δεν δέχομαι να είμαι φερέφωνο κανενός.
Το παρόν νομικό πλαίσιο, όπως εφαρμόστηκε με τις πρόσφατες Υπουργικές Αποφάσεις, ακρωτηρίασε τον ΕΛΔΟ, μεταφέροντας τις αρμοδιότητές του, όπως η εκπροσώπηση της χώρας στον Ευρωπαϊκό Διαστημικό Οργανισμό, σε μη ειδικούς υπαλλήλους του Υπουργείου. Δυστυχώς, έτσι δημιουργούνται συνθήκες που υπονομεύουν τα «3Α» όπως συνηθίζω να λέω, Αξιολόγηση, Αξιοκρατία, Αριστεία, και καθιστούν τη συμμετοχή μου αδύνατη.

Εκτίμησή μου είναι ότι γίνεται προσπάθεια καθαρής χειραγώγησης του ΕΛΔΟ προς προκαθορισμένες κατευθύνσεις. Διέκρινα ξεκάθαρη διάθεση και συχνά επιμονή να προωθηθούν δράσεις χωρίς αξιολόγηση, χωρίς αξιοκρατία, μακριά από τα διεθνή πρότυπα, να υπηρετηθούν προσωπικές ατζέντες και να υπάρχει πλήρης έλεγχος από τη Γενική Γραμματεία.
Η πιο δυσάρεστη όμως έκπληξη ήταν ότι ο ΕΛΔΟ αποκλείστηκε με Υπουργική Απόφαση (3095/2018, Αρ. ΦΕΚ 915, 15/3/2018) από την αξιολόγηση και τη διαχείριση (κατανομή χρηματοδότησης) όλων των Διαστημικών Προγραμμάτων του Ευρωπαϊκού Διαστημικού Οργανισμού (περίπου 16 εκ. ευρώ), αρμοδιότητα η οποία πέρασε σε επιλεγμένους διοικητικούς υπαλλήλους της Γενικής Γραμματείας του Υπουργείου, αντίθετα σε κάθε διεθνή πρακτική και σε κάθε λογική. Η διαχείριση των προγραμμάτων του ΕΟΔ (ESA), στον οποίο η χώρα μας πληρώνει ετήσια εισφορά, ανήκει θεσμικά και ουσιαστικά στη Διαστημική Υπηρεσία κάθε χώρας. Η κρισιμότητα, η πολυπλοκότητα και το οικονομικό μέγεθος τέτοιων προγραμμάτων επιτάσσουν την ενασχόληση εξειδικευμένου και έμπειρου προσωπικού υψηλού κύρους, και γνώσεων.

Αυτός είναι ο μόνος τρόπος να υλοποιηθούν με αποτελεσματικότητα και ταχύτητα πολύπλοκα προγράμματα που απαιτούν εξειδικευμένη γνώση. Κάθε παρέκκλιση καθίσταται ύποπτη καθώς δημιουργεί συνθήκες αδιαφάνειας. Και το δηλώνω έχοντας υπάρξει ο μόνος που ηγήθηκε υλοποίησης διαστημικού προγράμματος που ολοκληρώθηκε με απόλυτη επιτυχία, συντομότερα και φθηνότερα του προβλεπόμενου, επιστρέφοντας μάλιστα χρήματα στη NASA.

Δυστυχώς, ο κ. Γ.Γ δεν περιορίσθηκε μόνο στη θεσμική απαξίωση του ΕΛΔΟ. Ενδεικτικά σας αναφέρω ότι ενώ το 'Ε.Κ.Ε.Φ.Ε. Δημόκριτος' μας πρόσφερε αρχικά γραφειακό χώρο για τη στέγαση του ΕΛΔΟ, και σε βάθος χρόνου τη δυνατότητα επέκτασης σε ανεξάρτητο κτήριο, ο κ. Γ.Γ. διαφώνησε, επιμένοντας να μας στεγάσει σε ένα διάδρομο του Υπουργείου, δίπλα στο γραφείο του για λόγους που φαντάζομαι πως γίνονται αντιληπτοί. Φαντασθείτε την εικόνα και την εντύπωση που θα δημιουργούσε σε επισκέπτες, αξιωματούχους του ΕΟΔ και ηγέτες Διαστημικών Υπηρεσιών άλλων κρατών, η περιπλάνηση σε διαδρόμους και γραφεία ενός πολυώροφου κτηρίου ανάμεσα σε εργαζόμενους οι οποίοι ουδεμία σχέση έχουν με το αντικείμενο του ΕΛΔΟ.

Αντιλαμβανόμενος ότι εγείρεται το εύλογο ερώτημα ύπαρξης πιθανών οικονομικών συμφερόντων, οφείλω να είμαι σαφής επ’αυτού. Όταν προαναγγέλλεται ένα πρόγραμμα 11 μικροδορυφόρων ύψους 23,9 εκατ. ευρώ (http://www.documentonews.gr/article/pappas-mikrodoryforoi-sthn-yphresia-ths-dhmosias-dioikhshs), περιμένει κανείς ότι υπάρχουν μελέτες με τους σκοπούς, τις προδιαγραφές, το σχέδιο κατασκευής υποδομών, κάποιο ρεαλιστικό χρονοδιάγραμμα, και κατάλληλο προσωπικό για την υλοποίησή του, ειδικά όταν συνοδεύεται από υποσχέσεις για ολοκλήρωση σε πολύ σύντομο χρόνο. Δυστυχώς αυτές οι συνθήκες δεν υπάρχουν, ενώ, όπως διαπίστωσα, ο ρόλος του ΕΛΔΟ στο πρόγραμμα, είναι τυπικός και προαποφασισμένος. Συμφέροντα οπωσδήποτε υπάρχουν στους εμπλεκόμενους οργανισμούς και εταιρίες, χωρίς αυτό να είναι κατ’ανάγκη κακό εφόσον τηρούνται οι συνθήκες διαφάνειας μιας ελεύθερης οικονομίας. Προϋπόθεση για την επιτυχία ενός τέτοιου προγράμματος είναι η διαφάνεια και αξιολόγηση από ειδικούς σε όλα τα στάδια υλοποίησης.

Όταν η αποκλειστική διοίκηση γίνεται από κάποια Γενική Γραμματεία και από προεπιλεγμένους κρατικούς υπαλλήλους, χωρίς καμιά εμπειρία σε διαστημικά προγράμματα, η προσπάθεια καθίσταται εξαρχής προβληματική, καθοριστικά αδιαφανής, με χωρίς ιδιαίτερη εμπιστοσύνη για την επιτυχή υλοποίηση ενός τέτοιου πολύπλοκου έργου.
Σημειώνω, ωστόσο, ότι δεν υπέπεσε κάτι ποινικά κολάσιμο στην αντίληψή μου, ούτε είναι δικός μου ρόλος να διερευνήσω κάτι τέτοιο. Θυμάμαι, όμως ότι στις ΗΠΑ, κατά τη διερεύνηση του σκανδάλου Watergate, η έκφραση που έγινε δημοφιλής ήταν το 'follow the money'.

Κλείνοντας τη δυσάρεστη, πλην όμως επιβεβλημένη περιγραφή, θα ήταν παράληψή μου να μην ευχαριστήσω τα υπόλοιπα (παραιτηθέντα και συνεχίζοντα) μέλη του βραχύβιου πρώτου Διοικητικού Συμβουλίου του ΕΛΔΟ για τη σύντομη συνεργασία μας. Αισθάνομαι όμως και την ανάγκη να διευκρινίσω γιατί επέλεξα να εμπλακώ στην όλη διαδικασία. Η αλήθεια είναι ότι αρχικά συζήτησα αναλυτικά τις απαιτούμενες προδιαγραφές για τη σωστή λειτουργία του Οργανισμού, και μου δόθηκαν πολλαπλώς προσωπικές διαβεβαιώσεις για την αξιοκρατική και σοβαρή λειτουργία του. Όταν κλήθηκα να υπηρετήσω τη χώρα μου από μία θέση που γνωρίζω πολύ καλά, θεώρησα πατριωτικό μου καθήκον να δεχθώ.

Ζήτησα και πήρα τις διαβεβαιώσεις που έπρεπε από τον κ. Υπουργό, οι οποίες όμως τελικά δεν τηρήθηκαν. Προσπάθησα να κάνω το καλύτερο δυνατόν, αξιοποιώντας τους καλύτερους. Δυστυχώς η προσπάθεια δεν ευοδώθηκε. Τα τελευταία 13 χρόνια ταξιδεύω και δίνω ομιλίες σε ολόκληρη την Ελλάδα, ενθαρρύνοντας μαθητές, φοιτητές, νέους ανθρώπους αλλά και συνεργάτες που βλέπω κάθε πρωί, να συνεχίζουν να προσπαθούν παρά τις δυσκολίες. Δεν θα μπορούσα να τους απογοητεύσω αποτελώντας εξαίρεση, αρνούμενος να βοηθήσω όταν ζητήθηκε από εμένα. Έχω χρέος απέναντι σε όσους κοιτώ στα μάτια και τους ζητώ να προσπαθούν. Αυτό το χρέος με ώθησε να στρατευτώ, το ίδιο χρέος με οδήγησε σε παραίτηση.

The Thucydides Trap

When one great power threatens to displace another, war is almost always the result -- but it doesn’t have to be.

n April, chocolate cake had just been served at the Mar-a-Lago summit when President Donald Trump leaned over to tell Chinese President Xi Jinping that American missiles had been launched at Syrian air bases, according to Trump’s account of the evening. What the attack on Syria signaled about Trump’s readiness to attack North Korea was left to Xi’s imagination.

Welcome to dinner with the leaders who are now attempting to manage the world’s most dangerous geopolitical relationship.

The story is a small one. But as China challenges America’s predominance, misunderstandings about each other’s actions and intentions could lead them into a deadly trap first identified by the ancient Greek historian Thucydides. As he explained, “It was the rise of Athens and the fear that this instilled in Sparta that made war inevitable.” The past 500 years have seen 16 cases in which a rising power threatened to displace a ruling one. Twelve of these ended in war.

Of the cases in which war was averted — Spain outstripping Portugal in the late 15th century, the United States overtaking the United Kingdom at the turn of the 20th century, and Germany’s rise in Europe since 1990 — the ascent of the Soviet Union is uniquely instructive today. Despite moments when a violent clash seemed certain, a surge of strategic imagination helped both sides develop ways to compete without a catastrophic conflict. In the end, the Soviet Union imploded and the Cold War ended with a whimper rather than a bang.

Although China’s rise presents particular challenges, Washington policymakers should heed five Cold War lessons.

Lesson 1: War between nuclear superpowers is MADness.

The United States and the Soviet Union built nuclear arsenals so substantial that neither could be sure of disarming the other in a first strike. Nuclear strategists described this condition as “mutual assured destruction,” or MAD. Technology, in effect, made the United States and Soviet Union conjoined twins — neither able to kill the other.

Today, China has developed its own robust nuclear arsenal. From confrontations in the South and East China Sea, to the gathering storm over the Korean Peninsula, leaders must recognize that war would be suicidal.

Lesson 2: Leaders must be prepared to risk a war they cannot win.

Although neither nation can win a nuclear war, both, paradoxically, must demonstrate a willingness to risk losing one to compete.

Consider each clause of this nuclear paradox. On the one hand, if war occurs, both nations lose and millions die — an option no rational leader could choose. But, on the other hand, if a nation is unwilling to risk war, its opponent can win any objective by forcing the more responsible power to yield. To preserve vital interests, therefore, leaders must be willing to select paths that risk destruction. Washington must think the unthinkable to credibly deter potential adversaries such as China.

Lesson 3: Define the new “precarious rules of the status quo.”

The Cold War rivals wove an intricate web of mutual constraints around their competition that President John F. Kennedy called “precarious rules of the status quo.” These included arms-control treaties and precise rules of the road for air and sea. Such tacit guidelines for the United States and China today might involve limits on cyberattacks or surveillance operations.

By reaching agreements on contentious issues, the United States and China can create space to cooperate on challenges — such as global terrorism and climate change — in which the national interests the two powers share are much greater than those that divide them. Overall, leaders should understand that survival depends on caution, communication, constraints, compromise, and cooperation.

Lesson 4: Domestic performance is decisive.

What nations do inside their borders matters at least as much as what they do abroad. Had the Soviet economy overtaken that of the United States by the 1980s, as some economists predicted, Moscow could have consolidated a position of hegemony. Instead, free markets and free societies won out. The vital question for the U.S.-China rivalry today is whether Xi’s Leninist-Mandarin authoritarian government and economy proves superior to American capitalism and democracy.

Maintaining China’s extraordinary economic growth, which provides legitimacy for sweeping party rule, is a high-wire act that will only get harder. Meanwhile, in the United States, sluggish growth is the new normal. And American democracy is exhibiting worrisome symptoms: declining civic engagement, institutionalized corruption, and widespread lack of trust in politics. Leaders in both nations would do well to prioritize their domestic challenges.

Lesson 5: Hope is not a strategy.

Over a four-year period from George Kennan’s famous “Long Telegram,” which identified the Soviet threat, to Paul Nitze’s NSC-68, which provided the road map for countering this threat, U.S. officials developed a winning Cold War strategy: contain Soviet expansion, deter the Soviets from acting against vital American interests, and undermine both the idea and the practice of communism. In contrast, America’s China policy today consists of grand, politically appealing aspirations that serious strategists know are unachievable. In attempting to maintain the post-World War II Pax Americana during a fundamental shift in the economic balance of power toward China, the United States’ real strategy, truth be told, is hope.

In today’s Washington, strategic thinking is often marginalized. Even Barack Obama, one of America’s smartest presidents, told the New Yorker that, given the pace of change today, “I don’t really even need George Kennan.” Coherent strategy does not guarantee success, but its absence is a reliable route to failure.

Thucydides’s Trap teaches us that on the historical record, war is more likely than not. From Trump’s campaign claims that China is “ripping us off” to recent announcements about his “great chemistry” with Xi, he has accelerated the harrowing roller coaster of U.S.-China relations. If the president and his national security team hope to avoid catastrophic war with China while protecting and advancing American national interests, they must closely study the lessons of the Cold War.

Turkey says Greece flouts international law by not extraditing coup suspects

ANKARA (Reuters) - Turkey accused Greece on Tuesday of violating international law by not extraditing eight Turkish soldiers Ankara believes were supporters of a failed coup attempt in 2016.

Turkey and Greece are at odds over various issues. Ankara is fuming over a Greek refusal to return the soldiers, who fled to Greece shortly after the coup bid in July 2016 and asked for political asylum. The two NATO allies were most recently at loggerheads over a flag hoisting in the Aegean Sea.

Speaking after a cabinet meeting in Ankara on Tuesday, Turkish government spokesman Bekir Bozdag called on Greece to abandon what he said were provocative moves in order to avoid “unwanted events” in the Aegean.

Hundreds of refugees, migrants cross into northern Greece

THESSALONIKI, Greece — Greek authorities say hundreds of refugees and other migrants have crossed the land border with Turkey in the past two days, with illegal crossings in the area increasing significantly following Turkey’s military operation in northern Syria.

Police said Tuesday they detained 370 people the previous day who had crossed the Evros River, which forms a natural border between Greece and Turkey, and another 140 people on Sunday.

The land route from Turkey into northeastern Greece has become increasingly popular as conditions deteriorate on Greek islands, long the preferred route, where strict controls are now imposed on movement and camps are overcrowded.

Authorities have noted a surge in arrivals across the Evros, with 1,658 people detained in March compared to 586 in February and 262 in March 2017.

America should work with Turkey, not terrorists, in Syria

The April 6 editorial “A gift to America’s enemies” claimed that Turkey is “irrationally bent on annihilating” Syrian forces, led by Kurds, “who have collaborated with the United States in fighting” Daesh.

The PKK and its Syrian branch the PYD/YPG are terrorist organizations that victimized the Kurdish people above all. As Daesh (also known as ISIS) does not represent the Muslims, the PYD/YPG does not represent the Kurds.

Turkey hosts 3.5 million Syrians from all faiths and ethnicities, including Arabs, Kurds, Turkmens, Assyrians and Armenians. The brutal Assad regime let the PYD/YPG widen its reign of terror to the areas these Syrians had to flee. A cynical cohabitation in these areas has emerged, similar to the one the regime had with Daesh. The PYD/YPG has never been an opposition element but an accomplice of the regime.

Turkey is the only country that fought with regular forces against Daesh in Syria and that took on another terrorist organization that was heavily entrenched in the mountainous terrain of Afrin. The Turkish Armed Forces showed an exemplary sensitivity for the protection of civilians. The liberated Afrin city center, which was left unscratched, stands in extreme contrast with the utter devastation caused in Raqqa by the PYD/YPG.

There is no room left for irresponsible tactical role-playing on the ground. It is time to see it all from a strategic perspective. The United States should rely on its decades-long alliance with Turkey, but not with a terrorist organization, while tackling the complexities of the Syrian conflict. This is essential for the future stability and security of the region.

STRASBOURG (Reuters) - Turkey is moving rapidly away from the path of European Union membership, the top EU official in charge of negotiations said on Tuesday, as Brussels delivered its harshest criticism yet of what it sees as Ankara’s shift toward authoritarianism.

While couched in diplomatic language, the European Commission’s annual report on Turkey’s progress toward membership blamed Ankara for a broad, collective and disproportionate crackdown after a failed 2016 coup attempt.

It warned that years of progress toward European Union standards in human rights, freedom of expression and the rule of law were being reversed and that Turkey had seen a weakening of local democracy as presidential powers increased.

Αίσθηση έχει προκαλέσει ένα βίντεο από τα επεισόδια που σημειώθηκαν μεταξύ διαδηλωτών και αστυνομικών των ΜΑΤ εντός του εμπορικού κέντρου στη Θεσσαλονίκη, το μεσημέρι του Σαββάτου.

Στο βίντεο που δημοσιοποίησε σε μέσο κοινωνικής δικτύωσης ο δικηγόρος Θάνος Καρατσιώλης, στο οποίο καταγράφεται ένας διαδηλωτής να έχει ρίξει στο δάπεδο έναν αστυνομικό και να τον γρονθοκοπεί, μέχρι να τον σταματήσουν οι συνάδελφοι του αστυνομικού, ενώ στη συνέχεια απομακρύνθηκε, χωρίς να συλληφθεί.

Σύμφωνα με τα όσα ανέφερε στην ανάρτησή του ο δικηγόρος, όλα κυλούσαν ομαλά, με διακριτική και ελάχιστη αστυνομική παρουσία, όταν συντονισμένα οι διαδηλωτές επιτέθηκαν στα όργανα της τάξης.

Για το περιστατικό διενεργείται προανάκριση, σύμφωνα με το voria.gr, ενώ ο αστυνομικός, που μεταφέρθηκε στο νοσοκομείο με έντονη αιμορραγία στη μύτη έχει κληθεί να καταθέσει.

Ο ίδιος, σύμφωνα με τον πρόεδρο της Ένωσης Αστυνομικών Υπαλλήλων Θεσσαλονίκης, Θοδωρής Τσαϊρίδης, θεωρεί πως οι εντολές με τον τρόπο που δόθηκαν, τον εξέθεσαν σε κίνδυνο, ενώ μένει να φανεί αν ο ίδιος θα κινηθεί νομικά εναντίον του διαδηλωτή που του επιτέθηκε.

Σύμφωνα με τον κ. Τσαϊρίδη, ο αστυνομικός αντιμετωπίζει πρόβλημα με την όρασή του.

Turkey warns Greece after flag is hoisted on disputed islet

ANKARA, Turkey — Turkey’s prime minister has warned Greece to refrain from “provocations” after a Greek flag was hoisted on a disputed, uninhabited islet in the Aegean Sea off the Turkish coast.

Prime Minister Binali Yildirim told reporters Monday that the Turkish coast guards removed the flag from the island off the coast of the Aegean resort of Didim.

Yildirim said the incident was similar to one in 1996 when the two NATO allies went to war over the uninhabited Imia islets — Kardak in Turkish — which both Turkey and Greece claim.

Yildirim says “our advice to Greece would be to stay away from provocations and agitations ... We are determined to give the necessary response to such fait accomplis.”

In Athens, Greek government spokesman Dimitris Tzannakopoulos said the government had no knowledge of the incident and described the remarks made by Yildirim as “provocative and reprehensible.”

“I think Mr. Yildirim should be more careful,” Tzannakopoulos said. “We call on Turkey to return to a path of respect for international law ... They should take an initiative to de-escalate the tension.”

His brown eyes sunken and flat, Jahangir Baroch had spent another sleepless night in the metal container on the Greek island of Lesbos where he has lived for more than a year.

“There was no electricity in the container last night,” Mr. Baroch, 26, said desperately, at a center for refugees, away from the holding camp in Moria, where he is housed. “It was like a fridge.”

“I want to go to Athens,” said Mr. Baroch, who came from Baluchistan, an embattled province in Pakistan. “If you don’t want me, I want to go to another country.”

“Why am I here?” he asked, somberly.

Others are asking the same question two years after the European Union struck a deal with Turkey aimed at cutting off the route across the Aegean Sea for asylum seekers, many propelled by wars in Syria, Iraq and Afghanistan.

Since then, thousands have remained stranded on Lesbos, unwilling to go back to the countries they left, unable to move forward, toward the opportunity they had hoped to find in Europe. Though the numbers are fewer, they keep coming.

The lucky ones, whose asylum applications are accepted, are eventually shipped to the Greek mainland. Those whose applications are rejected (they can apply twice) are sent back to Turkey as part of the deal with the European Union.

Uber to suspend service in Greece after new legislation

ATHENS (Reuters) - Ride-hailing service Uber said on Thursday it would suspend its licensed service in Greece after the approval of local legislation which imposes stricter regulation on the sector.

Uber, which operates a licensed service in the Greek capital, has faced opposition from local taxi drivers who accuse it of taking their business.

“New local regulations were voted on recently with provisions that impact ride-sharing services,” Uber said in a blog post. “We have to assess if and how we can operate within this new framework and so will be suspending uberX in Athens from next Tuesday until we can find an appropriate solution.”

Uber operates two services in Athens: UberX, which uses professional licensed drivers, and UberTAXI, which uses taxi drivers.

ATHENS — In a rapidly intensifying war of words, government officials of the nominal NATO allies Greece and Turkey have been exchanging insults and threats in the past few weeks, recalling conflicts from a shared and bloody history. Relations have rarely been rosy, but the speed with which they have worsened, and the level of vitriol, have raised fears that the two heavily armed neighbors may be trash-talking their way to new conflict.

Adding to those concerns is the awareness that the two most credible mediators between the two sides — the United States and the European Union — appear to have little leverage with Turkey.

Greece and Turkey have played decisive roles in each other’s history, and this determines their relations today. The Greeks rebelled against almost four centuries of Ottoman rule in 1821 and, after years of war (and foreign intervention), won their freedom with the declaration of the Greek state in 1830. Turks commemorate Sept. 9, the date on which Turkish troops entered Izmir in 1922 after routing a Greek invasion force, ending millenniums of Greek presence in Asia Minor and leading to the declaration of a modern, secular Turkey.

he decline of the Islamic State, nearly four years after its emergence, was the result of an aggressive military campaign to combat the group spearheaded primarily by the United States. That has not stopped Turkish Minister of Foreign Affairs Mevlut Cavusoglu from writing an article for Foreign Policy to take credit for the group’s demise, insisting that Turkey’s actions in northern Syria have helped lay the groundwork for a sustainable peace.

What he neglected to mention is that it was Turkey’s actions, or perhaps the lack thereof, that helped fuel the rise of the Islamic State in the first place. The two most commonly cited factors leading to the growth of the Islamic State are the Syrian civil war and the government of former Iraqi Prime Minister Nouri al-Maliki and its persecution of Sunni Arabs in Iraq. But another significant part of this story is the negligence exhibited by the Turkish state.

ANKARA, April 12 (Reuters) - Turkish President Tayyip Erdogan lashed out at international investors on Thursday, saying that no one could use exchange rates to bring the country to heel - casting a slide in value of its currency, the lira, as a foreign conspiracy.

His comments came after the lira plumbed record lows for five straight trading days, a sell-off that Erdogan and his ministers called an economic attack by outside forces.

The lira’s slide - it is down 8 percent against the dollar so far this year, one of the worst performances among emerging markets - reflects the gulf between Erdogan and international investors over monetary policy. Erdogan, an economic populist and a self-described “enemy of interest rates” wants to see lower borrowing costs despite double-digit inflation.

“Do not worry, Turkey continues on its path with determined steps, nobody can discipline us based on exchange rates,” he said in a speech in Ankara. “The rise in exchange rates has no reasonable, logical or by-the-book explanation.”

Economists say the lira’s slide is a reflection of entrenched inflation and wage growth and that interest rates needs to be raised to arrest its fall.

The lira was at 4.0970 to the dollar at 1321 GMT. On Wednesday, it set a record low of 4.1944. It was trading at 5.0475 against the euro after reaching a record low of 5.1914 on Wednesday.

The lira has faced some pressure from growing tension between the United States and neighbouring Syria and from a sell-off in the Russian rouble, the currency of a major trading partner and a fellow emerging-market heavyweight. But investors say most of Turkey’s problems are home-grown.

Markets are looking ahead to the central bank’s next policy-setting meeting on April 25. The bank’s reluctance to raise rates at its last two meetings has heightened the perception that it is less than independent.

The central bank is following developments in inflation and will tighten monetary policy further if that is deemed necessary, the governor of the central bank, Murat Cetinkaya, said on Thursday, comments that appeared to give the currency some relief.

Data released on Wednesday showed the current account - a broadly defined measure of trade that includes services and investment income - recorded a deficit of $4.152 billion in February.

That was less than the $4.2 billion forecast in a Reuters poll but an increase of more than 60 percent from the same period a year earlier. Analysts said it affirmed Turkey’s vulnerabilities on the balance of payments front.

Turkey says will take action if militants do not leave Syria's Manbij

ISTANBUL (Reuters) - Turkey will take action if militants do not withdraw immediately from Syria’s Manbij region and areas in the country east of the Euphrates, Turkey’s National Security Council said on Wednesday.

Turkey, which stormed the northern Syrian town of Afrin last week after a two-month offensive against the Syrian Kurdish YPG militia, has repeatedly threatened to push its operations further east to Manbij where U.S. troops are stationed.

Expanding Turkey’s military campaign into the much larger Kurdish-held territory further east, which President Tayyip Erdogan has vowed to do, would risk confrontation between the NATO allies who have been at loggerheads over the U.S. policy in Syria and other issues.

“In the meeting, it is stated that the terrorists in Manbij should be removed from the area, otherwise Turkey will not hesitate to take initiative by itself as it did in other regions,” the statement from the security council, chaired by Erdogan, said.

It said the same approach also applied to the militants on Syrian soil at the east of Euphrates, without elaborating where that would specifically apply to, or who it might target.

Turkey considers the YPG to be an extension of the outlawed Kurdistan Workers Party (PKK), which has waged a decades-long insurgency against the state, and has been infuriated by the support Washington has provided the Syrian Kurdish fighters.

The Council said it also expected Iraq’s government to prevent the PKK operating in Iraq, especially in towns of Sinjar and Qandil. If that was not possible Turkey would prevent them itself, the council added.

“In the meeting it is stated that aside from Syria, Turkey expects Iraq to prevent operations by the separatist terrorist organization in its territory and if it is not possible Turkey will prevent them by itself,” the council statement said using the term it applies to PKK.

On Tuesday, Iraqi Prime Minister Haider al-Abadi said Iraqi armed forces would prevent Kurdish militants based in northern Iraq from staging cross-border attacks against Turkey during a phone call with his Turkish counterpart.

Clashes break out in Greece over foreclosures

ATHENS, Greece — Five people were detained Wednesday during clashes between riot police and protesters attempting to disrupt a central Athens auction of foreclosed properties.

Left-wing activists have stepped up protests in recent weeks against online auctions as the government remains under pressure from bailout lenders to speed up the process and ease the strain on banks stemming from a huge backlog of nonperforming loans.

The auctions are required as part of the country’s international bailout, which is due to end in August. Creditors have also promised to deliver some debt relief for Greece if it fulfils all the conditions of the bailout.

Greeks vent fury over soldiers being 'held hostage' in Turkey

Protesters have taken to the streets of northern Greece demanding the release of two Greek soldiers detained by Turkey, amid rising tensions between the two countries.

Greece’s defence minister, Panos Kammenos, described the pair as “hostages” and ordered border patrols to be stepped up along the heavily defended land frontier the two nations share.

Sgt Dimitris Kouklatzis, 27, and Lt Angelos Mitretodis, 25, were seized 11 days ago after allegedly being found in a “forbidden military zone” deep in Turkish territory. The soldiers say they inadvertently strayed across the frontier in bad weather.

Last week a court in the Turkish border town of Edirne, where the two are being held in a high-security prison, rejected a plea for their release pending further investigation.

2 Greek soldiers on patrol accidentally stray into Turkey

THESSALONIKI, Greece — Greece says two of its soldiers on patrol on the Greek-Turkish border accidentally strayed into Turkey and have been taken to the city of Edirne by Turkish authorities.

The Greek army said Friday the two-man patrol strayed into Turkish territory on Thursday because of bad weather, and that Greek and Turkish authorities were in contact with each other and were undertaking procedures for the two to be returned to Greece.

Most of the Greek-Turkish border is marked by a river, and a fence runs along much of the land section. Some parts, however, aren’t clearly marked, and the area where the soldiers strayed was reportedly in woodland.

Although NATO allies, relations between Greece and Turkey are often strained.

"Στην Αριστερά είμαστε ανέκαθεν επαγγελματίες, κατά κάποιο τρόπο, κατηγορούμενοι. Χιλιάδες και χιλιάδες έχουμε κάτσει στο σκαμνί. Άλλες φορές για ήσσονα αδικήματα, όπως η διατάραξη της τάξεως, η αντίσταση κατά της αρχής, η εξύβριση οργάνων της τάξεως, η εν γένει πεζοδρομιακή δραστηριότητα. Και άλλες φορές με κατηγορίες που οδηγούσαν σε βαριές ποινές, σε ισόβια, ή και στον τοίχο. Αφήστε που πλήθη ανθρώπων βρέθηκαν στα σύρματα χωρίς καμιά δίκη. Έφτανε η απόφαση μιας Επιτροπής Ασφαλείας, στην οποία συμμετείχαν ο κύριος νομάρχης, ο κύριος αστυνόμος, και ο κύριος εισαγγελέας, και άντε να καθαρίσει ο κατηγορούμενος με τη Γυάρο, τον Άι Στράτη, ή τη Μακρόνησο.
Τούτων δοθέντων μπορείς να πεις ότι είμαστε η παράταξη των κατηγορουμένων. Άλλοι έλειωναν παντελόνια στο Χάρβαρντ, κι εμείς τα λειώναμε σε εδώλια δικαστηρίων. Άμα ψάξεις στις γραμμές όλων των αριστερών κομμάτων και σχημάτων, θα είναι είδηση να βρεις κάποιον που δεν πέρασε από τη βάσανο μιας δίκης, ενός κρατητήριου, ή και μιας κλοτσοπατινάδας. Ανυπερθέτως εθνικού χαρακτήρα.
Ελάτε τώρα στη θέση των άλλων. Των απέναντι. Των νομιμοφρόνων. Της ελίτ που ανέδειξε αστυνόμους, ασφαλίτες, εισαγγελείς, υπουργούς, πρωθυπουργούς, στυλοβάτες του καθεστώτος, απηνείς διώκτες κάθε ανατρεπτικού στοιχείου –κόκκινου, ροζ, ακόμα και κίτρινου. Της ελίτ που μας μπαγλάρωνε, μας δίκαζε, μας καταδίκαζε, μας επιφύλασσε κάθε είδους αστυνομικές και δικαστικές περιποιήσεις."

Greece enters final round of reform talks with creditors

ATHENS, Greece — Greece entered a last round of reform talks with creditors Monday, just five months before the country’s massive rescue program ends — and with the government and central bank publicly disagreeing on how to finance the nation after the bailout.

Government officials said the talks with representatives of Greece’s European partners and the International Monetary Fund in Athens would cover privatizations and energy.

But the negotiations were upstaged by a continued spat between Greece’s central bank governor, Yannis Stournaras, and the government over financing policies after the bailout runs out in August. The country will then have to raise money from international investors in bond markets — at a much higher rate than bailout creditors charge.

Turkish President Recep Tayyip Erdogan last weekend raised eyebrows when he called a visibly emotional girl, 6, onstage during a military rally and talked about the possibility of her becoming a martyr.

The New York Times reported Monday that Amine Tiras, a first grader and cadet, was in the crowd during the Saturday event. At some point Erdogan called on  Tiras and she was “lifted into the air” and sent towards him.

Work has begun on whether Greece needs debt relief: EU rescue fund head

TOKYO (Reuters) - Technical work has begun to determine if Greece requires debt relief after its expected exit from a bailout program later this year, the head of Europe’s rescue fund said on Friday.

Requiring investors to take a haircut, or accept losses on the value of government debt, would not be part of any restructuring once Greece exits its bailout program, said Klaus Regling, head of the European Stability Mechanism, the euro zone rescue fund.

“The technical work has started so that we are ready by the summer when the program ends,” Regling told reporters after giving a speech in Tokyo.

ATHENS — After 20 hours of acrimonious debate, Greek lawmakers on Thursday approved the formation of a parliamentary committee to investigate accusations linking 10 high-profile politicians to bribery by a Swiss drug manufacturer.

The investigation, which will follow separate and secret votes for each of the 10 politicians, was backed both by members of the coalition government and by some in the opposition. It will examine whether the politicians took kickbacks from the pharmaceutical company Novartis, or were aware of illicit payments.

The list of people to be investigated is dominated by the Greek political elite: It includes two former prime ministers, Antonis Samaras and Panagiotis Pikramenos; the current central bank governor, Yannis Stournaras; and the European Union commissioner for migration, Dimitris Avramopoulos.

Later this week, Secretary of State Rex Tillerson is set to visit Ankara for talks with Turkish President Recep Tayyip Erdogan and Foreign Minister Mevlut Cavusoglu.

Turkey Is Out of Control. Time for the U.S. to Say So.

Turkey’s current fight, against U.S.-backed Kurdish troops in the northwestern Syria territory of Afrin, is destabilizing enough. But the real risk will come if Turkish President Recep Tayyip Erdogan follows through on his repeated promises to press further east toward the Kurdish-controlled and U.S.-patrolled city of Manbij. The only way to prevent a conflict is for U.S. policymakers to adopt a clear and tough-minded approach to Turkey now, before things get worse.

ATHENS, Greece (AP) — The prime ministers of Greece and Turkey worked late Tuesday to calm escalating tensions after a Greek coast guard vessel was damaged in a collision with a Turkish patrol boat in the Aegean Sea, the site of a boundary dispute.

A government official in Athens said Prime Minister Alexis Tsipras of Greece and Turkish Prime Minister Benali Yildirim spoke by telephone about the circumstances of the boat crash. The official asked not to be named pending an official announcement.

Turkey slams Cyprus for gas search, blocks rig with warships

Cyprus was split into an internationally-recognized Greek Cypriot south and a breakaway Turkish Cypriot north in 1974.

Turkey assails US over ties with Syrian Kurdish militia

ANKARA, Turkey — Turkey’s foreign minister assailed the United States on Monday, claiming that American forces in Syria are intentionally stalling the fight against Islamic State militants as an excuse not to cut ties with Syrian Kurdish militiamen as Ankara has demanded.

Mevlut Cavusoglu told reporters in Istanbul that U.S. forces are leaving “pockets” with IS militants intact to justify continued cooperation with the Kurdish militia.

Speaking ahead of a visit by U.S. Secretary of State Rex Tillerson later this week, Cavusoglu said Turkey’s ties with the U.S. are at a make-or-break stage and that Washington needs to take “concrete steps” to regain Turkey’s trust.

“Our relations are at a very critical stage,” Cavusoglu said. “Either we will improve ties or these ties will totally break down.”

Από την υπόθεση Novartis, εκτός του τοξικού πολιτικού κλίματος, αντλούμε και χρήσιμα συμπεράσματα

1: Η ανάγκη των μνημονίων
Τον τελευταίο καιρό, η κυβέρνηση δείχνει απολύτως εξοικειωμένη με την άποψη ότι το ελληνικό Δημόσιο ζημιώθηκε κατά €23 δισ.1 από την αυξημένη φαρμακευτική δαπάνη την περίοδο 2000-2009, ότι μόνο από τη Novartis η ζημιά ανέρχεται στα €3 δισ. και ότι πολιτικά πρόσωπα και κρατικοί αξιωματούχοι έλαβαν μίζες περί τα €40 εκατ. μέχρι το 2010.

Πιθανότατα, τα νούμερα είναι ανακριβή, φουσκωμένα, αν όχι εντελώς λανθασμένα, ωστόσο η υπόθεση συνεισφέρει στη συλλογική αυτογνωσία.

Πρώτον, διότι η κυβέρνηση, επιτέλους, εντόπισε τα 23 από τα €150 δισ. της αύξησης του δημόσιου χρέους στο διάστημα 2000-2009! Πρόκειται για σπατάλες και κακοδιαχείριση στη φαρμακευτική δαπάνη. Περιέργως, αυτό δεν εντοπίστηκε στην ενδελεχή έρευνα της Επιτροπής Λογιστικού Ελέγχου του Χρέους της Ζωής Κωνσταντοπούλου, παρά την υποστήριξη του ΠτΔ, του Πρωθυπουργού και του Σταμάτη Κραουνάκη.

Greece will sell 3 billion euros ($3.7 billion) of seven-year bonds in another step toward exiting a bailout program in August that has kept the nation afloat.

The offer for the 2025 notes will price to yield 3.5 percent, inside an initial target of about 3.75 percent, people familiar with the matter said, asking not to be named because they’re not authorized to speak about it. Investor orders for the sale topped 6 billion euros, the people said. Barclays Plc, BNP Paribas SA, Citigroup Inc and JPMorgan Chase & Co. and Nomura Holdings Inc are the bookrunners for the bond.

Σκάνδαλο Novartis. Άρθρα από την εφημερίδα των συντακτών.

Γιατί τα δημοσιεύω;
1. Δίνουν μια εικόνα για τις δωροδοκίες της Novartis, οι οποίες απευθυνόταν κυρίως σε γιατρούς και φαρμακοποιούς (δώρα ταξίδια συνέδρια κλπ). Αυτή την εικόνα διαπίστωση και η έρευνα της (παραιτηθείσας) κα Ράικου, τ. εισαγγελέως για την δίωξη της διαφθοράς και υπεύθυνης για την υπόθεση Novartis. 
2. Καταλήγει (το πρώτο άρθρο) σε δήλωση του υπουργού Υγείας κ Ξανθού, στην οποία η παραπάνω εικόνα αναπαράγεται.
3. Η εικόνα επομένως που προβάλλει η κυβέρνηση σήμερα είναι σε αναντιστοιχία με τα όσα έχουν διαπιστωθεί και τεκμηριωθεί μέχρι σήμερα.  
4. Το FBI έχει έρθει στην Ελλάδα για να πάρει καταθέσεις. Στις καταθέσεις αυτές δεν προέκυψε η συμμετοχή των προσώπων που σήμερα φέρονται αναμεμιγμένα (υπουργοί πρωθυπουργοί κλπ)
5. Η παροχή προστασίας στους τρεις μάρτυρες προυποθέτει την πειστική και αληθοφανή μαρτυρία που καταθέτουν. 
6.Η πηγή που το δημοσιεύει είναι φιλοκυβερνητική.

Σκάνδαλο Novartis και παραίτηση Ράικου.

Αντί απάντησης στα τελευταία δημοσιεύματα για "αποκαλύψεις" 3 (μυστικών και προστατευμένων) μαρτύρων, που εμπλέκουν ακόμη και τον υπηρεσιακό πρωθυπουργό κ Πικραμένο, στο σκάνδαλο, η επιστολή παραίτησης της κ Ράικου. Η κ Ράικου, σε αντίθεση με την σημερινή τροπή της έρευνας για την διαφθορά στον χώρο του φαρμάκου, είχε εντοπίσει συγκεκριμένους λογαριασμούς και εμβάσματα που αποτελούσαν αποδείξεις δωροδοκίας και όχι ευφάνταστα σενάρια τυχοδιωκτών. Η σημερινή κυβέρνηση αποσιωπά και ακυρώνει όλα τα στοιχεία που θα μπορούσαν να χτυπήσουν την διαφθορά στην χώρα, ακριβώς όπως εναντιώθηκε στην μηχανογράφηση του συστήματος υγείας ή στην απελευθέρωση του επαγγέλματος των φαρμακοποιών (οι οποίοι πουλούσαν με νομοθετημένο περιθώριο κέρδους 15%).
Η σημερινή κυβέρνηση αδίστακτα χαλκεύει τις κατηγορίες εναντίων των πολιτικών της αντιπάλων. Θέλει να τους κάνει να σωπάσουν. Θέλει να σωπάσουν όλοι όσοι της ασκούν κριτική.
Συκοφαντεί, ψεύδεται αδίστακτα.
Χρησιμοποιεί όλα τα μέσα χωρίς αναστολές.
Καταπατά την διάκριση των εξουσιών.
Δηλώνει ανοιχτά ότι η εξουσία που έχει σαν κυβέρνηση (ένα μέρος της δηλαδή, τα άλλα δύο είναι στην Βουλή και την Δικαιοσύνη) δεν είναι αρκετή. Η δήλωση της είναι σύμφωνη με τις ολοκληρωτικές αντιλήψεις της Αριστεράς, τις οποίες έχει εφαρμόσει οπουδήποτε κυβέρνησε.
Η εκδίωξη της κας Ράικου από την θέση της ανακρίτριας για την διαφθορά μετά τις επιτυχίες της στην διαλεύκανση της υπόθεσης Novartis, είναι άλλη μια προσπάθεια για αυτό τον σκοπό.
Η κοινωνία εθίζεται σε τέτοιες πρακτικές.
Η αντοχές των προσώπων που αντιστέκονται δεν είναι απεριόριστες. Μπορεί να καμφθούν. Φάνηκε στην περίπτωση της κ Ράικου.
Δεν πρέπει να γίνει το ίδιο και με την νέα συνωμοσία. Σαν ένας νέος εμπρησμός του Ράιχσταγκ, η δολοπλοκία της Novartis, με τους "μυστικούς" μάρτυρες, και το "μεγαλύτερο σκάνδαλο μετά την μεταπολίτευση", η κυβέρνηση έρχεται να συγκαλύψει τους πραγματικούς ενόχους, να αποπροσανατολίσει τις έρευνες και να σπιλώσει τους αντιπάλους της. Οι πραγματικές της προθέσεις έχουν φανεί και είναι γνωστές. Ας θυμηθούμε μόνο τι έλεγε για τις λίστες Λαγκάρντ, Μπόργιανς, και τι έκανε, ποια είναι τα αποτελέσματα. Μηδαμινά έως ανύπαρκτα. Για το λαθρεμπόριο καυσίμων; Οι έλεγχοι δεν μπορούν να γίνουν λόγω ελλείψεων στις αρμόδιες υπηρεσίες. Για το λαθρεμπόριο τσιγάρων; Περιττά τα σχόλια...

Ακολουθεί  η επιστολή της κα Ράικου με την οποία παραιτήθηκε.
"Τις τελευταίες ημέρες μετά από σειρά ερευνών και επίπονης προσπάθειας καταφέραμε να
συλλέξουμε και να επεξεργαστούμε τα πρώτα κρίσιμα και ουσιώδη στοιχεία που οδηγούν μετά
βεβαιότητας στο συμπέρασμα ότι μεγάλος αριθμός κρατικών αξιωματούχων (κυρίως ιατρών
δημόσιων νοσοκομείων ) δωροδοκούνταν απευθείας από λογαριασμό της εταιρείας Novartis
Ελβετίας, με εμβάσματα σημαντικών χρηματικών ποσών που κατετίθεντο στους προσωπικούς τους
λογαριασμούς.
Επιπλέον, διαπιστώθηκε ότι αντίστοιχα εμβάσματα εισέρχονταν από τον ίδιο λογαριασμό,
επίσης απευθείας, σε λογαριασμούς νομικών προσώπων, τα οποία πιθανολογούνται ότι
χρησίμευαν ως οχήματα προκειμένου να διοχετευθούν ως «δώρο» στους τελικούς αποδέκτες
τους, προφανώς αξιωματούχους. Αυτό σήμανε αμέσως συναγερμό στην υπηρεσία μας, γιατί
προμήνυε πιθανή ύπαρξη παρόμοιων εμβασμάτων και σε άλλους εμπλεκόμενους, ενδεχομένως και
πολιτικούς, δεδομένου ότι δεν έχει περιέλθει το σύνολο των αιτηθέντων στοιχείων στην
υπηρεσία μας. Το συνολικό ποσό που κατευθύνθηκε στους παραπάνω ανέρχεται με τα μέχρι
σήμερα στοιχεία σε περίπου 28 εκατομμύρια ευρώ.
Και ενώ τα πράγματα είχαν έτσι και η υπηρεσία μας είχε εστιάσει όλες τις προσπάθειες και
τις δυνάμεις της στη σημαντικότατη αυτή υπόθεση, η οποία αποτελεί την κορωνίδα της
διαφθοράς στη χώρα μας, όπως έχει τονιστεί κατ´ επανάληψη από όλους τους θεσμικούς
παράγοντες, έγινα αντικείμενο στοχοποίησης από συγκεκριμένη εβδομαδιαία εφημερίδα.
Συγκεκριμένα όλως «τυχαίως και συμπτωματικώς», όταν πλέον ήταν κοινό μυστικό ότι έχουμε
τα πρώτα σημαντικά στοιχεία στην κατοχή μας που αποδείκνυαν περίτρανα τη μεγάλη διαφθορά,
αλλά και τον μηχανισμό με τον οποίο δωροδοκούνταν οι ως άνω κρατικοί λειτουργοί σε
διαφημιστικό βίντεο στα ΜΜΕ προβαλλόταν το πρωτοσέλιδο της εφημερίδας ΝΤΟΚΟΥΜΕΝΤΟ με
τίτλο «Αποκάλυψη: Ανακρίτρια κατηγορεί γνωστή εισαγγελέα για απόκρυψη στοιχείων σε
δικογραφίες για Γιάννο Παπαντωνίου και Θωμά Λιακουνάκο».
Το ανυπόστατο του δημοσιεύματος, που είναι άκρως συκοφαντικό και υποβολιμαίο, προκύπτει
από πλήθος εγγράφων στοιχείων, τα οποία θέτω στη διάθεσή σας. Αρκεί μόνο τούτο, ότι ο
Θωμάς Λιακουνάκος προφυλακίστηκε και θα δικαστεί μετά από τεκμηριωμένη ποινική δίωξη του
γραφείου μας, εκκρεμούν, δε, σε βάρος του ακόμα τρεις ποινικές διώξεις που έχουν ασκηθεί
επίσης από το γραφείο μας. Όσον αφορά τον Γιάννο Παπαντωνίου, ήδη έχουν αποσταλεί επίσης
από την υπηρεσία μας στη Βουλή πλήρη αντίγραφα όλων των παραπάνω δικογραφιών και μάλιστα
ταυτόχρονα με την άσκηση της ποινικής δίωξης και τη διαβίβαση των σχετικών δικογραφιών
στον κύριο διευθύνοντα το Πρωτοδικείο Αθηνών. Επιπλέον, εκκρεμεί απάντηση επί αιτήματος
μας δικαστικής συνδρομής προς τις ελβετικές αρχές από όπου και αναμένουμε σημαντικά
ευρήματα.
Εκτός δε, αυτού, έχει ασκηθεί από εμένα προσωπικά σε βάρος του ποινική δίωξη για παράβαση
του νόμου για το πόθεν έσχες.
Κυρία εισαγγελέα, ζητώ την αντικατάστασή μου γιατί αρνούμαι να μετατραπώ σε Ιφιγένεια
στο βωμό των συμφερόντων των διεφθαρμένων κρατικών λειτουργών και των μεγάλων συμφερόντων στο χώρο του φαρμάκου, οι οποίοι ενόψει των αποκαλύψεων που προφανώς διέρρευσαν και οποίες με βεβαιότητα θα τους οδηγούσαν να λογοδοτήσουν στη δικαιοσύνη και ίσως κάποιους από αυτούς στη φυλακή δεν δίστασαν να σχεδιάσουν την ηθική μου εξόντωση έτσι ώστε να
είναι δυνατή η αποδόμηση της έρευνάς μας.
Με αστειότητες και εκμεταλλευόμενοι την τουλάχιστον ανεξήγητη ενέργεια συγκεκριμένης
ανακρίτριας έστησαν μία πρωτοφανή ιστορία συκοφάντησής μου. Επειδή έχω στοχοποιηθεί από
παράκεντρα εξουσίας και διαφθοράς που σκοπό έχουν τη μία και μόνη συγκάλυψη των
διεφθαρμένων κρατικών λειτουργών που αποκομίζουν διαχρονικά εκατομμύρια ευρώ και
επιζητούν μανιωδώς την ακύρωση του έργου μου και την παρεμπόδιση της παραπάνω έρευνας και
όχι μόνο , και επειδή δεν αισθάνομαι ότι απολαμβάνω της θεσμικής προστασίας που

Tankers Keep Greece Top

Greece has topped the world fleet values ranking by VesselsValue, with an owned fleet worth just under $100 billion, followed closely by Japan and China, worth $89 and $84 billion respectively. The top 10 global fleets are worth an estimated $516 billion.

Greek owners remain the dominant force in global shipping. The value of the Greek fleet is concentrated in the tanker ($36 billion), bulker ($35.75 billion), and LNG ($13.5 billion) vessel types. Hellenic control of these markets stands at about 19 percent of the total worth of the fleets.

The strong commitment of Greek owners to the global shipping markets looks unlikely to change as others, such as Germany, are liquidating assets, says VesselsValue. However, the trend in Chinese ownership is rising, as state owned companies are consolidating and placing new orders,  a reminder that there are always new challengers for the top spot. Greek owners, with their sharp focus on commercial results, should continue to lead the pack for the foreseeable future.

Greeks rally in Athens to protest use of the name Macedonia

ATHENS, Greece — Well over 100,000 protesters from across Greece converged Sunday on Athens’ main square to protest a potential Greek compromise in a dispute with neighboring Macedonia over the former Yugoslav republic’s official name.

Hundreds of chartered buses brought protesters in from around the country to the Greek capital, while more people arrived on ferries from the islands. Traffic was blocked throughout the city center and three major subway stops were closed.

Chanting “Hands off Macedonia!” and “Macedonia belongs to Greece!” the protesters converged on Syntagma Square in front of parliament, many waving flags bearing the Star of Vergina, the emblem of the ancient Greek kingdom of Macedonia.

Police officials estimated the attendance at 140,000. Organizers, who claimed 1.5 million were at the rally, used a crane to raise a massive Greek flag over the square.

ATHENS (Reuters) - Hundreds of thousands of Greeks rallied outside parliament in Athens on Sunday to protest against the use of the term Macedonia in any settlement the government pursues with the ex-Yugoslav Republic to end a decades-old name row.

The two countries have agreed to step up negotiations, mediated by the United Nations, this year to settle the dispute, which has frustrated the aspirations of Greece’s small northern neighbor to join NATO and the European Union.

Thoroughfares in central Athens turned into a sea of people waving blue and white Greek flags in what locals said was the largest gathering in decades, easily outdoing rallies against austerity foisted by lenders on the crisis-hit country.

The Greek Position on the naming issue of FYROM (and a critique from the other side).

The matter at hand is a controversial one. There are two sides. Most Greeks pick their side. 
Apart from the ownership of the name. 
Is there a real danger for Greece coming from this tiny country? Can a tiny country undermine and win territory from a stronger country?

Well, history says it can. That's how Greece freed most of what is our country today. Arguments of the type "how can you claim that this little country threat your territories?" just ignore the fact that Greece gained territory from the Ottoman Empire, when under any measure, Greece was tiny and the Ottoman Empire was great. 
So the answer to the matter at hand is that the size is one thing, the existence of a threat is quite another.
Are they threatening Greece? Well they say so... 

Does Greece have the right to defend its territory? Yes, Greece has this right, and the means are also a legitimate choice.

I think that the material below will enlighten both sides of the story.

One of Western Europe’s most dramatic bond-convergence trades this decade -- Greece over Germany -- looks like it will reward investors yet again in 2018.

London hedge fund Algebris Investments is among those betting economic momentum will take the country’s borrowing costs even closer to Germany’s after the Mediterranean country’s 10-year yield spread narrowed by about 44 basis points this month alone. Algebris says it may shrink by as much as 75 basis points.
