The attack on Saudi oil facilities raises the risks of war

PRESIDENT DONALD TRUMP says America’s forces are “locked and loaded” to strike at those responsible for the devastating drone and missile attacks on Saudi Arabia’s industry on September 14th. Is he about to pull the trigger for another American war in the Middle East?

Responsibility for the strikes on the Khurais oilfield and the Abqaiq oil-processing facility—the biggest such plant in the world—was claimed by Iranian-backed Houthi rebels fighting a Saudi-led coalition in the war in Yemen. But American officials dismissed this notion. Not only was the weaponry involved made in Iran, they say. They also believe the attacks had come not from the south-east of the Arabian peninsula, ie, Yemen, but the north, from Iraq, where Iran runs proxy Shia militias; or indeed from the territory of Iran itself. “Iran has now launched an unprecedented attack on the world’s energy supply,” tweeted Mike Pompeo, the secretary of state. “There is no evidence the attacks came from Yemen.”

World Wildlife Fund sues over Greece oil spill from tanker

The World Wildlife Fund filed a lawsuit Monday over extensive pollution to the coastline outside Athens following the sinking of a tanker near Greece's largest port.

The environmental group's Greek branch filed the lawsuit in the port city of Piraeus against "anyone found responsible," a common practice when a party that could be held legally accountable has not been identified formally.

ATHENS, Greece (AP) — Greek authorities have appealed to swimmers to stay away from some popular beaches on the coast of Athens after oil spilled from a sunken tanker started to reach the area.
Small slicks were reported at beaches in the suburbs of Glyfada and Piraeus Wednesday. Glyfada Mayor Giorgos Papanikolaou says municipal workers have set up floating booms offshore and used chemicals to try to dissolve the oil.
The small Agia Zoni II tanker sank Sunday while anchored off the coast of Salamina island, just off Greece's main port of Piraeus. It was carrying 2,200 tons of fuel oil and 370 tons of marine gas oil.

Merchant Marine Minister Panagiotis Kouroumplis says divers have sealed the ship's cargo holds and work is due to start on pumping out the remaining fuel.

ISTANBUL—In the latest display of Turkish anger at U.S. policy in Syria, the state news agency has divulged the locations of 10 U.S. military bases and outposts in northern Syria where the U.S. is leading an operation to destroy the so-called Islamic State in its self-styled capital of Raqqa.
The list published by the Anadolu news agency points to a U.S. presence from one end to the other of the Kurdish self-administration region—a distance of more than 200 miles. The Anadolu news agency even listed the number of U.S. troops in several locations and in two instances stipulated the presence of French special forces.

Countries That Broke Ties With Qatar Indicate Some Flexibility on Demands

Senior diplomats from the four Arab countries that have broken ties with Qatar indicated Tuesday that they were no longer insisting on 13 precise demands that the Qataris must satisfy, or on a specific deadline for them to comply.

The remarks by the diplomats from Bahrain, Egypt, Saudi Arabia and the United Arab Emirates seemed to indicate a slight easing in their position and a desire to make some progress in the bitter dispute, which began in early June.

U.S. President Donald Trump offered on Wednesday to help resolve a worsening diplomatic crisis between Qatar and other Arab powers as the United Arab Emirates invoked the possibility of an economic embargo on Doha over its alleged support of terrorism.

In his second intervention in the row in as many days, Trump urged action against terrorism in a call with Qatari Emir Sheikh Tamim bin Hamad al-Thani, a White House statement said.

Russia, Turkey, Iran discuss Syria ceasefire implementation in Astana

Experts from Russia, Turkey, Iran and the United Nations have started a technical meeting in Kazakhstan's capital, Astana, to discuss in detail the implementation of the Syrian ceasefire agreement, Kazakhstan's Foreign Ministry said on Monday.

"Representatives of Jordan are expected to take part for the first time," a ministry spokesman said of the talks.

Oct 26 Greece named on Wednesday a consortium of France's Total, its biggest oil refiner Hellenic Petroleum and Italy's Edison as the preferred bidder for an offshore gas drilling block in the west of the country.

Greece, which signed up to a third bailout last summer, has made several fruitless attempts over the last 50 years to find big oil and gas reserves. Its debt crisis and important findings in neighbouring countries has prompted the country to step up those efforts.

Kurdish Troops Advance on ISIS-Held Villages East of Mosul

BADANA PICHWK, Iraq — Kurdish forces on Monday morning began advancing on a string of villages east of Mosul, the start of a long-awaited campaign to reclaim Iraq’s second-largest city from the Islamic State, which seized it more than two years ago, officials said.

About 4,000 Kurdish pesh merga troops are involved in the operation to retake 10 villages, the opening phase of a battle that could take weeks or months and could involve nearly 30,000 Iraqi and Kurdish troops, with American warplanes providing air support. Iraqi counterterrorism forces, which work closely with American Special Operations commandos in Iraq, are also expected to join the Kurdish forces in the coming days.

BAGHDAD—Islamic State claimed twin attacks on oil and gas facilities in northern Iraq on Sunday that killed at least five local employees, the latest in northern Iraq by the extremist group, which relies on oil for a significant portion of its revenue.

Four suicide bombers hit the Bai Hassan oil field, prompting an hourslong standoff with local forces, said a colonel with the Kurdish Peshmerga forces that control the area. The field is one of the largest in the region of Kirkuk, producing more than 175,000 barrels a day, according to oil officials.

Three of the attackers were dead, he said, and one remained at large.

Tsipras inaugurates TAP gas pipeline in Greece

ATHENS- Greek Prime Minister Alexis Tsipras will inaugurate the start of construction for the TransAdriatic Pipeline (TAP) in Thessaloniki, Northern Greece on Tuesday. Official representatives of the European Union and U.S. State Department as well as high ranking officials from Greece, Turkey, Albania, Italy and Bulgaria will attend the ceremony.

TAP will transport Azerbaijani gas from Shah Deniz-2, extracted in the Azeri sector of the Caspian, to western Europe through Greece and Albania. It is part of the Southern Gas Corridor, one of the most complex gas value chains ever developed stretching over 2,174 miles. The first delivery of Azerbaijani gas is scheduled for early 2020.

The $45 billion project represents the biggest foreign investment that has ever taken place in Greece. The shareholders of the project are: Socar (20 percent), BP (20 percent), Snam (20 percent), Fluxys (19 percent), Enagas (16 percent) and Axpo (5 percent).

This project opens broad opportunities for transportation of Azerbaijani gas to such European markets as Italy, Germany, Great Britain, Switzerland and Austria. It also will help Europe diversify its sources of natural gas. Currently Russia is the major gas supplier for the continent.
At the same time, construction of the pipeline will help the anemic economies of Albania and Greece. It is expected that construction of the pipeline will employ 150 Greek companies as contractors, subcontractors or track support, and about 8,000 workers.

On Monday, Greek Minister of Environment and Energy Panos Skourletis told the Athens News Agency, "We are entering into a new phase for the economy. The TAP project will offer a strong boost to move forward."

TAP's initial capacity of 10 billion cubic meters (bcm) of gas per year is equivalent to the energy consumption of approximately seven million households in Europe. In future, the addition of two extra compressor stations could double throughput to more than 20 bcm as additional energy supplies come on stream in the wider Caspian region.

Russia is trying to bolster pipeline links with the continent through southern Europe. Gazprom tried and failed to gain strategic entry through Bulgaria and Turkey. Recently it announced new plans with Italian utility Edison and Greece's DEPA to supply natural gas along the seabed of the Black Sea into Greece and Italy, from where it could be sold in Europe.

The so-called Interconnector Turkey Greece Italy (ITGI) Poseidon pipeline scheme — unable to get off the ground for years — was shelved in 2012 after it lost out to TAP. Gazprom is now trying to get this project revived. It would consist of an offshore pipeline that will connect the Greek and Italian natural gas transportation systems. The capacity of the pipeline would be 8 billion cubic meters of natural gas a year.

It is expected that during his visit to Athens on May 28 Russian President Vladimir Putin will seek to gain support for the Poseidon pipeline.

Iran wants to recover tens of billions of dollars it is owed by India and other buyers of its oil in euros and is billing new crude sales in euros, too, looking to reduce its dependence on the U.S. dollar following last month's sanctions relief.

A source at state-owned National Iranian Oil Co (NIOC) told Reuters that Iran will charge in euros for its recently signed oil contracts with firms including French oil and gas major Total, Spanish refiner Cepsa and Litasco, the trading arm of Russia's Lukoil.

ZARRINABAD, Iran — Rising from the yellowish, treeless plains so typical for central Iran stands a square labyrinth of pipes and conveyor belts, topped by a silver chimney that glitters in the summer sun.

Sanctions against Iran failed to halt the construction of the complex, a steel mill that went into operation in September and now churns out ingots and billets. The sanctions also did not stop Sheng Kuan Li, a Chinese businessman, from pouring $200 million into the project.
